GRAMASABHA / WARDSABHA
Gram Sabha / Ward Sabha
The Gram Sabha of a village shall be deemed to consist of all the persons whose names are included in the electoral roll of a village falling within the territory of a Gram Panchayat.
- Gram Sabha / Ward Sabha Member
A voter in a ward of a village is a member of the Gram Sabha of that ward. Similarly, a voter in a ward of a municipality is a member of that ward.
- Convener of Gram Sabha / Ward Sabha
The ward members/Grāmashabhas and ward councillors are the convenors of the ward assemblies. However, in case a convenor is unable to discharge his duties, the Chairperson of the Local Government Institution may appoint a member of an adjacent ward as the convenor of that ward.
- Chairman
The Gram Sabha meeting shall be presided over by the Gram Panchayat President/Municipal Chairperson. In Grama Panchayats, the Vice President shall preside in the absence of the President or the Convener in the absence of both. Similarly, in Municipalities, the Deputy Chairperson or the Standing Committee Chairman nominated by the Chairperson or the Convener in their absence shall preside.
Calling of Meetings
The responsibility of calling and convening meetings lies with the Ward Member who is also the Convener.
Quorum
The quorum of the Grama Sabha/Ward Sabha is 10 percent of the total voters. However, if the quorum is not met and the meeting is adjourned and reconvened, the quorum of such meeting shall be 50.
Right of voters to call for special meeting
A special meeting of the Gram Sabha/Ward Sabha shall be called by the convener within 15 days if not less than 10 percent of the voters of a ward so request in writing.
Coordinator
An officer designated by the Gram Panchayat/Municipality shall act as the Coordinator of the Gram Sabha/Ward Sabha. The Coordinator shall assist the Convener in all matters relating to the Gram Sabha/Ward Sabha.
Questions and Suggestions
The members shall have the right to submit in writing questions and suggestions to be considered in the Gram Sabha/Ward Sabha before or during the meeting.
Resolutions
A resolution may be passed by majority vote on any matter within the jurisdiction of the Gram Sabha/Ward Sabha at the respective meeting.
Powers and duties of the Gram Sabha / Ward Sabha
A. Related to project planning and implementation
Help in collecting the necessary details for formulating development projects.
Prepare proposals for projects and development programs to be implemented in the Gram Panchayat / Municipality area and determine their priority. (Draft project proposals should be printed and distributed in the Gram Sabha / Ward Sabha and the Gram Sabha / Ward Sabha should examine them and determine the order of priority.)
Provide assistance, provide facilities, provide voluntary services, provide financial or material assistance and collect for the effective implementation of development projects.
B. Related to public utility projects
Suggest where street lights, public water supply taps, public wells, public sanitation elements, irrigation facilities and other public utility projects should be installed.
C. Related to construction works
To know the estimate of the works carried out or intended to be carried out in the area of the Gram Sabha/Ward Gram Sabha, details of the cost of its materials, etc. (Details should be distributed to the Gram Sabha/Ward Sabha.)
To monitor and assist the beneficiary committees undertaking development programs.
To collect information on detailed estimates regarding the works intended to be carried out in the area.
